Ceria Springwalker	It honestly wasn’t that bad. Ceria knew City Watches got a bad rap, but what were they supposed to be? Perfect? Take a small city with a limited budget—especially if it wasn’t located on a major trade route or exporting some valuable resource—and think about how much you could pay your average [Guardsman].
